What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to see and purchase upgrades.

Some upgrades also provide additional random boosts in addition to stat increases. These boosts can be valuable and should be considered when deciding on which items to upgrade. Some of these boosts can only be used in certain designs (such the Whistan's Shield in FB Sorcs), while others are valuable to collectors.
Some items have an inherent boos that are less effective when upgraded, such as the Goldwrap which gives additional slots for potion. These are usually upgraded to inject more value into the perfect or nearly perfect item.
Costs
Upgrades are accompanied by a few associated costs. The first is the cost of performing the upgrade. This price is contingent on the new ilvl of the item and the amount of perks it receives and is often expensive. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of the materials needed for an upgrade. The items used are typically either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). The quantity of these items needed can be found in the inventory of an upgrade vendor.
Upgrades to an item are a complex process that takes time. Depending on the size of the upgrade, it can take as long as 8 hours. The upgraded item's base stats are calculated by using the new ilvl of the item bonuses, perks, and other properties. This calculation determines the updated Armor Class bonus, damage dice, as well as other important stats. In some instances, the upgrade will grant additional perks that can be selected from a list of available benefits.

Success Rate

The Upgrade Pity is available from the NPC for smithing in Lost Ark. It increases the chances of a successful upgrade by an amount. It's similar to the "luck bonus" that some items offer however it is more solid. It can be added to any weapon or armor and can be used three times.
You can also add additional materials to the upgrade to increase the chance of success. The materials are displayed in a separate window above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is shown just above the + button in the UI.
Another way to increase the odds of an upgrade achieving success is to use an item known as a Blacksmith Blessing or an upgraded version of it. This item is beneficial if you have a weapon or piece of gear that has reached the maximum level for its tier, or is close to it. It will let you upgrade that piece of gear to the next level without risking breaking.
If an upgrade is unsuccessful, the system will be returned to its original condition. This is often a downgrade, but can also be an upgrade. You should save an upgrade until you reach the highest level for an item.
There are a variety of items available in the Kafra shop that can be used to boost the likelihood of a successful upgrade. For instance, upgrading a piece of equipment using HD Oridecon or HD Elunium repeatedly will give you more chance of success. The chance of success will be increased if you can increase the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate

upgrade items and the core nature of the
item upgrades you've selected.
You can also select a safeguard that will protect your equipment in the event of failure. The cost of this protection can differ however it will always be less expensive than the cost of a new item. The safeguard can be used once per upgrade, and is not a valid expiry date unless it is re-used.
The interface for the item upgrader can be a bit confusing, but isn't impossible to navigate. The main menu is displayed on the left and the upgrade window on the right. The arrows to the left side of the UI represent the various phases of the upgrade process. If you are not sure what you're doing, hit the question mark to seek assistance. The upgrade process can take as long as five minutes.
